William Henderson
Executive Director
Mr. Henderson has co-authored several transportation reports for the PCAC including: Where is the MTA on T[ransit] O[riented] D[evelopment]?, a study of the MTA’s participation in transit-oriented development efforts in the New York City region (2006); “Ladies and Gentlemen: This Is Not a Drill” — A Study of Internal and External Emergency Communication Policies at the Metropolitan Transportation Authority and its Affiliated Agencies (2005); In Your Pocket: Using Smart Cards for Seamless Travel (2004). Prior to working at the PCAC, Mr. Henderson coordinated the housing program of a local community development corporation and has held positions in land use, transit, and transportation planning. He holds a Masters of City and Regional Planning degree from Ohio State University and has completed additional graduate coursework at the University of North Carolina at Chapel Hill.

Jan S. Wells, Ph.D., AICP
Associate Director
Dr. Wells joined PCAC in April 2007 from the Alan M. Voorhees Transportation Center, part of the Edward J. Bloustein School of Planning and Public Policy at Rutgers University, where she directed a variety of research initiatives on transit-oriented development (TOD). At PCAC she co-authored the 2007 research report entitled A Long Day’s Journey into Work, an investigation of New York City neighborhoods that have long commutes into Manhattan. Dr. Wells holds a Ph.D. in Urban Planning and Policy Development from Rutgers University, an M.B.A. from Columbia University and a B.S. from Florida State University.

Ellyn Shannon
Transportation Planner
Ms. Shannon has co-authored several transportation reports including: A Long Day’s Journey into Work (2007), a look at transportation options for neighborhoods with long commutes into Manhattan; Where is the MTA on T[ransit] O[riented] D[evelopment]? (2006), a study of the MTA’s participation in transit-oriented development efforts in the New York City region; “Ladies and Gentlemen: This Is Not a Drill” — A Study of Internal and External Emergency Communication Policies at the Metropolitan Transportation Authority and its Affiliated Agencies (2005); and, You've Got Connections! Increasing Shuttle Bus Services to the MTA Railroad Stations (2002). She received her undergraduate degree in Urban Design from New York University (NYU) and is in the process of obtaining her Masters in Urban Planning, from NYU’s, Robert F. Wagner School of Public Service.

Karyl Berger
Research Associate
Karyl Berger is in her second stint at the PCAC.  She first joined PCAC in 1987 as the Transportation Planner.  In 1990, she moved to New York City Transit where she worked in Operations Planning on the project to restore the Franklin Avenue Shuttle line.  Later she joined the effort to transition of the Access A Ride program from New York City to New York City Transit.  She rejoined PCAC in 2001 as the Research Associate.  Ms. Berger holds a BA in Political Science from American University and a MPA from the Robert F. Wagner School of Public Service at New York University.

Deborah Morrison
Administrative Assistant
Ms. Deborah Morrison is the current Administrative Assistant for the Permanent Citizens Advisory Committee to the MTA. Ms. Morrison graduated from Roosevelt High School and did course work at Nassau Community College. Prior to joining PCAC Ms. Morrison worked at the MTA assisting the Director of the Real Estate Departmentand the Director of Operations. She also served the Deputy Director of Leasing & Acquisition and conducted special project work. Ms. Morrison is a licensed Notary Public and currently attends classes at Nassau Community College part-time in the Administrative Support Technology program.
