The Permanent Citizens Advisory Committee to the MTA welcomes you to our website!

Created in 1981, the PCAC and its member organizations are the voice of the transit and commuter rail users in the 17-county MTA region. The New York City Transit Riders Council (NYCTRC) represents the riders of New York’s subways and buses, the Metro-North Railroad Commuter Council (MNRCC) acts on behalf of Metro-North commuters, and the Long Island Rail Road Commuter Council (LIRRCC) is the voice of the riders of Long Island Rail Road. The subways, buses, and commuter rail lines keep the New York Region moving and connected, and it is important that we have a say in how our transit system is run.

On this site you can find meeting minutes and council testimony for each of those councils as well as a plethora of research reports that encompass numerous issues that impact all riders. Look around and see what we are all about.

The Mission of the Permanent Citizens Advisory Commitee (PCAC) is to advise the MTA on behalf of subway, bus, and commuter rail users in the formulation and implementation of MTA policy and service, and to hold the MTA Board and MTA management accountable to riders. The PCAC also provides the MTA with informed and 
timely advice on such matters as service, finance, intergovernmental relations, communication,
and management. The PCAC consists of 38 members all of whom are regular MTA commuters
on Long Island Rail Road, Metro-North Railroad, and New York City Transit.
