The Executive Director is responsible for the leadership of the PCAC according to the strategic direction set by the PCAC Councils and Executive Committee. The Executive Director is responsible for directing the mission of the PCAC for its 38 members who are recommended by local elected officials and appointed by the Governor of New York. The Executive Director coordinates with the Associate Director to insure that the PCAC policies and strategic vision are carried out by the PCAC staff, who provide support to the three statutory riders’ Councils and the PCAC. The objective of the work of the PCAC and Councils is to improve MTA operations by recommending actions focused on the riders’ experience to the MTA and its operating agencies, elected officials, and other decision-making bodies that impact the quality of public transportation service.
- Develops the vision and strategic plan for PCAC and each of the Riders Councils in coordination with the PCAC Executive Committee to insure the Councils’ legislative mandate is implemented.
- Develops an operational plan to implement the PCAC strategic plan to achieve the PCAC’s and Councils’ goals.
- Ensures that the operation of the organization meets the expectations of its rider councils.
- Drafts organizational policies for the Executive Committee and prepares procedures to implement those policies; reviews existing policies annually.
- Presents analyses and recommendations to senior MTA leadership and Board members.
- Manages the PCAC budget and prepares for Executive Committee Budget review and input. Reviews financial records and approves expenditures and financial reports.
Executive Board and Council Support
- Informs the Executive Committee monthly on relevant MTA Board discussions, federal, state and city political discussions, and news media discussions that can impact riders through the MTA Capital and operational programs.
- Provides support to the PCAC Executive Committee and three Councils by preparing Chair’s reports, MTA Board reports, and supporting materials for PCAC’s three MTA Board members, and editing and finalizing meeting minutes to accurately reflect the meetings. Conducts and oversees follow-up from PCAC and Council meetings.
- Arranges for MTA and outside guest presentations monthly to keep Councils and staff informed on the details of various aspects of the MTA system.
- Remains informed about MTA Board and committee discussions. Reviews Board and Committee agendas and other available material and attends and comments at Board and committee meetings.
- Acts as liaison to PCAC Executive Committee and Council members.
- Prepares testimony, statements, and correspondence responding to MTA and public policies, actions, and proposals.
Subject Matter Expert
- Oversees, informs and guides PCAC and Council research projects on MTA and bus, subway and commuter rail issues insuring they are well informed and accurate.
- Keeps the PCAC Executive Committee, Councils and staff informed on political actions and information that impacts the MTA system and its riders.
- Interacts with print, radio, and television news media sites.
Community Relations and Advocacy
- Represents PCAC and the Councils at various organizations, projects, and committees within the public transportation community. Participates in seminars, workshops, and panels.
- Serves as PCAC and Council spokesperson and representative to media, elected officials, and organizations.
- Communicates with stakeholders to keep them informed of the work of the organization and to identify changes in the community served by the organization.
- Establishes good working relationships and collaborative arrangements with community groups, funders, politicians, and other organizations to help achieve the goals of the PCAC and its Councils.
- Must possess proven, effective leadership, management, problem solving, planning, and decision-making skills
- Must possess creative abilities to identify and resolve issues and find solutions
- Must be a seasoned Transportation professional with a high degree of professional integrity and discretion
- Strong knowledge of the federal, state, and local government and their operations and policies as they relate to the MTA
- Knowledge of the New York region’s political environment and transportation policies is essential
- Strong knowledge of the MTA and PCAC policies, goals and objectives
- Strong knowledge of the MTA, LIRR, MNR and NYC Transit operating systems and capital programs
- The ability to interface with political and business representatives in a leadership position
- Effective speaking abilities for press communications through print, radio and television
- Strong communication, writing, and research skills
- Strong sensitivity to MTA user needs
- Knowledge of database, spreadsheet, word processing, presentation, and statistical software
- Ability to manage staff and the work program of the organization
- Must be able to handle multiple, diverse activities simultaneously
Education and Experience
- A Bachelor’s Degree in transportation or urban planning, public administration or related field required. Master’s Degree preferred.
- Minimum of 8 years’ experience in transportation related activities with progressive responsibilities.
- Experience in a transportation or similar planning setting.
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $97,448 (this figure is subject to change) per year or if the position is designated as a policy maker.
The Executive Director is called upon to represent the PCAC and Councils in a wide variety of situations and with elected officials, civic and community leaders, and MTA management. A high degree of discretion and judgment is required.
