The New York City Transit Riders Council (NYCTRC) was created by the New
York State Legislature in 1981 to represent the official voice of New
York City bus and subway riders. Our 15 volunteer members are appointed
by the Governor upon the recommendation of the Mayor, the Public Advocate,
and the five Borough Presidents.

NYCTRC Research Reports
The council undertakes periodic research reports and field surveys
on topics of interest to bus and subway riders. All council reports
are available on request, and the most recent are available for download

Council Policy Statements/ Public Testimony
NYCTRC Goals have been adopted by
the Council.
In November 2004, the Council testified before the MTA Board on the
2005 MTA Financial Plan, which included increases in the cost of some
MetroCards and in express bus fares. View the testimony

In May 2003, the Council testified before the New York State Assembly
Hearing on the Takeover of the NYC Private Bus Companies by the MTA
New York City Transit. The Council supported the takeover, but was
adamant that a takeover occurs at absolutely no cost to the MTA. View

In May 2001, the Council released a Policy Statement on the Use
of Articulated Buses in the Borough of Manhattan. You may view

Annual Public Forums
Every year, the Council sponsors two public forums
at which riders are given the opportunity to speak directly with the
NYC Transit President and senior management regarding aspects of subway
and bus service and policy. The annual President's Forum focuses on
subway issues and is attended by the NYC Transit President and senior
subway division staff. The annual Bus Forum focuses on bus issues and
is attended by the NYC Transit Senior Vice President for Buses and senior
bus division staff.
