The PCAC, LIRRCC, MNRCC, and NYCTRC have developed a set of goals. These
goals were developed through extensive discussions by the Councils and
PCAC and will guide the work of these bodies.
PCAC Goals
* Provide a clearinghouse to exchange information on initiatives, problems
and solutions
* Provide a forum to review MTA plans and policies and, as appropriate,
to present riders' positions to the MTA on system-wide issues
* Evaluate, discuss and take positions on proposed operating, budget,
and capital program proposals and priorities, taking into account input
from individual councils and the riders they represent
* Evaluate major capital program elements and priorities
* Sponsor and publicize at least one major research project annually
* Pursue efforts to gain legislative support for a voting position on
the MTA Board
* Present and review staff summaries of relevant MTA Committee and Board
meetings at council meetings
* Assign issues to appropriate standing committees for review and reporting
to the PCAC
LIRRCC Goals
* Ensure the safety of LIRR commuters
throughout the system
* Motivate the LIRR to communicate better with its customers
* Ensure that funding flowing to the LIRR is spent in the best interests
of LIRR commuters
* Motivate the LIRR to be more proactive
* Fill vacant positions on the LIRRCC
* Increase public awareness of the LIRRCC
* Be an active voice for LIRR commuters
* Identify and highlight areas of concern that need greater attention
MNRCC Goals
* Increase the visibility, public awareness
and recognition of the MNRCC
* Host one President's forum annually
* Undertake one or two research projects annually
* Work to have vacant MNRCC positions filled
* Be an active voice for all MNR commuters
* Evaluate, discuss and make recommendations to the annual operating and
capital budgets to improve service, safety, and increase efficiency without
cutting service
* Identify areas of concern and report to Metro North management on an
ongoing basis
* Invite MNR management staff to monthly meetings to strengthen our relationship
and ensure our exchange of information on projects, initiatives, and problems
is communicated and documented
* Continue to evaluate and make recommendations on the proposed merger
of the MTA railroads
* Address more "cross border" issues through closer coordination
with New Jersey and Connecticut
NYCTRC Goals
* Increase the visibility and public
recognition of the NYCTRC
* Undertake several research projects annually
* Remain an outspoken source for the transit rider, guided by input from
riders
* Host one bus and one subway forum annually
* Improve the Council's working relationship with
New York City Transit and restore regular meetings with President Reuter
* Strengthen public understanding of the mission and functions of the
Council and reduce public confusion of the Council with the Straphangers
Campaign
* Make better use of media outlets to publicize NYCTRC events
* Continue to recommend ways for New York City Transit to improve service
and increase efficiency without cutting service and to effectively communicate
them to NYCT
